For years the advice for South African travellers was simple: you cannot get a visa on arrival in Dubai. On 25 June 2026 that changed, but only for a specific group. If you are planning a trip and wondering whether you can skip the pre-approved visa, this guide explains exactly who qualifies, what it costs, what to carry, and when applying online first is the smarter move.

Quick answer: can South Africans get a visa on arrival in Dubai?
Only if you also hold a valid residence permit from one of nine approved places. A South African passport on its own does not qualify. If you live in South Africa and have no residence permit from the list below, you still need to get an approved UAE e-visa before you fly.
The nine approved places are:
- United States
- European Union member states
- United Kingdom
- Singapore
- Japan
- South Korea
- Australia
- New Zealand
- Canada
If you qualify, you can obtain a 14-day or 60-day visa on arrival. If you do not, apply for your UAE visa online and arrive with an approved permit in hand.
What changed on 25 June 2026?
On 25 June 2026 the UAE's Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) expanded its visa-on-arrival programme. According to the official WAM announcement and the UAE Ministry of Foreign Affairs, ordinary-passport holders from six nationalities were added:
- South Africa
- Indonesia
- Vietnam
- Thailand
- the Philippines
- Kenya
These travellers, together with their accompanying family members, can get a visa on arrival provided they hold a valid residence permit from one of the nine places listed above. The residence permit is the key. Nationality alone is not enough.
Because the rule is new, many older articles still say South Africans can never get a visa on arrival. Those articles are out of date. Always check the publication date of anything you read about UAE visas, and confirm against the official sources listed at the end of this guide.
Do you qualify? A simple checklist
You are likely eligible for a visa on arrival if all of the following are true:
- You travel on an ordinary South African passport.
- You hold a valid residence permit issued by the US, an EU member state, the UK, Singapore, Japan, South Korea, Australia, New Zealand or Canada.
- You are travelling to the UAE as a visitor, not to work.
- If you are travelling with family, they are accompanying you and meet the same conditions.
You are not eligible if:
- You hold only a South African passport and no qualifying residence permit.
- Your residence permit is expired, or is from a country not on the list (for example, a permit from a Gulf or Asian country outside the approved group).
- You are travelling on a diplomatic, service or other non-ordinary passport.

14-day vs 60-day visa on arrival: fees and rules
Regional coverage of the ICP statement, including Khaleej Times, reports the following total issuance fees and conditions.
14-day visa on arrival
60-day visa on arrival
Reported fee
AED 100
AED 250
Can it be extended?
Yes, once, while in the UAE
No
Stay type
Short visit
Single stay, leave on expiry
Best for
Short holidays, business trips, stopovers
Long family visits, extended stays
A few practical points:
- The 60-day visa cannot be extended. Plan your departure date carefully, because overstaying brings daily fines and possible entry bans.
- The 14-day visa can be extended once, subject to approval and fees, through official channels such as ICP Smart Services or GDRFA Dubai.
- Fees can change. The amounts above are as reported at the time of writing. Confirm the current figure on the ICP website before you travel.
What to carry at the airport
If you plan to use the visa on arrival, carry the following in your hand luggage, not your checked bag:
- Your South African passport, valid for at least 6 months from arrival, with blank pages
- Your original residence permit, ideally with at least 6 months of validity remaining
- A printed copy of the official announcement (WAM or MoFA)
- A return or onward ticket
- A hotel booking or the address and phone number of your host
- Travel insurance and some proof of funds (card or cash)
- Passports and permits for every family member travelling with you
Immigration officers may ask about your purpose of visit and where you are staying. Clear, consistent answers and organised paperwork make the process faster.
The airline check-in risk most travellers overlook
Here is the part few guides mention. You do not meet UAE immigration first. You meet your airline first, at check-in in Johannesburg, Cape Town or Durban.
Airlines are responsible for making sure passengers hold valid entry documents. If a check-in agent is unfamiliar with the 25 June 2026 rule, they may see a South African passport, find no visa, and refuse boarding. The rule is real, but not every desk will know about it yet.
You can reduce this risk in two ways:
- Carry the official announcement and your residence permit, and politely show both at check-in.
- Get a pre-approved e-visa anyway. An approved UAE e-visa is accepted without discussion, and removes the risk of a refused boarding on an expensive ticket.
For travellers with fixed flights, hotel prepayments or tight connections, the second option is usually the safer choice.

Extension
14-day once; 60-day not extendable
Usually possible on tourist visas, subject to approval
Best for
Eligible residents who want to avoid paperwork and accept some risk
Anyone who wants certainty before departure
The online route also offers more choice. If you want a 30-day holiday visa, a multiple-entry permit for an Oman side trip, or a transit visa for a long layover, those options are only available through an e-visa application. See our UAE visa types and prices for South Africans for the full list.
Real-life scenarios
"I'm South African with a UK residence permit."
You are very likely in the eligible group. You can use the visa on arrival, but carry your permit and the official announcement. If you are on a non-refundable ticket, consider an e-visa instead.
"I'm South African and my family holds my residence permit status with me."
Accompanying family members must meet the same conditions. Check each person's documents before you travel, and make sure everyone is on the same flight itinerary.
"I live in Johannesburg and have a South African passport only."
The visa on arrival does not apply to you. Apply for a UAE e-visa online before you fly. Standard processing is typically 24 to 48 hours, and express is 12 to 24 hours.
"I have a residence permit from a country not on the list."
You are not covered by the new rule. Apply for an e-visa before departure.
"I'm connecting through Dubai and want to leave the airport."
A visa on arrival may work if you qualify, but a 48 or 96-hour transit visa is built for exactly this situation and gives you certainty before you leave South Africa.
Common mistakes to avoid
- Assuming a South African passport is enough. It is not. The residence permit is the qualifying factor.
- Travelling with an expired or soon-to-expire permit. Check validity well before you fly.
- Relying on old articles. Anything written before 25 June 2026 is out of date on this point.
- Not planning around the 60-day limit. It cannot be extended.
- Working on a visitor visa. This is illegal in the UAE, whatever visa you hold.
- Skipping travel insurance and proof of accommodation. Officers can ask for both.
Official sources and how to verify
Visa rules can change quickly, so always cross-check before you travel:
- WAM (Emirates News Agency): official announcement
- UAE Ministry of Foreign Affairs: announcement
- ICP Smart Services
- GDRFA Dubai
- UAE Embassy in Pretoria announcements
- UAE Government Portal (u.ae)
Frequently asked questions
Can South Africans get a visa on arrival in Dubai?
Only if they also hold a valid residence permit from the US, an EU member state, the UK, Singapore, Japan, South Korea, Australia, New Zealand or Canada. A South African passport alone does not qualify.
When did the visa-on-arrival rule start?
The expansion was announced on 25 June 2026 by the UAE's ICP, covering ordinary-passport nationals of South Africa, Indonesia, Vietnam, Thailand, the Philippines and Kenya.
How much is the visa on arrival for South Africans?
Reported total issuance fees are AED 100 for the 14-day visa and AED 250 for the 60-day visa. Check the ICP website for the current amount before you travel.
Can I extend a visa on arrival?
The 14-day visa can be extended once while you are in the UAE. The 60-day visa is a single stay and cannot be extended.
Do my family members need their own residence permits?
Accompanying family members are covered by the rule, but they must meet the same conditions. Carry everyone's passports and supporting documents.
Is the visa on arrival safer than applying online?
No. It is convenient for eligible travellers, but an approved e-visa gives certainty before departure and avoids check-in disputes if airline staff are unfamiliar with the new rule.
What if my residence permit expires soon?
Travel with a permit that has at least 6 months of validity remaining where possible, and confirm with your airline and the official sources before you fly.
Can I work in Dubai on a visa on arrival?
No. Working on any visitor visa is illegal in the UAE. A proper employment or freelance permit is required.
What if I don't qualify for a visa on arrival?
Apply for an e-visa before you travel. Choose a 48/96-hour transit visa or a 14, 30 or 60-day tourist visa, with single or multiple entry on longer stays.
